$100 Monthly payment to reach eligible seniors, persons with special needs and welfare recipients from April 20, 2026
BRIDGETOWN, BARBADOS — April 8, 2026. The Government of Barbados has taken a meaningful step toward protecting its most vulnerable citizens, as the Ministry of Finance and the National Insurance and Social Security Service (NISSS) formally launched the Cost of Living Cash Credit (COLCC). Introduced under the Financial Statement and Budgetary Proposals 2026, this initiative reflects the Government’s quiet but firm commitment to ensuring that no senior or welfare recipient is left behind in the face of rising living costs — providing $100 per month, totaling $1,200 per year to over 60,000 Barbadians who need it most.
The launch was announced at a joint Media Conference at NISSS’s Frank Walcott Building headquarters, where the Honourable Ryan Straughn, M.P., Minister of Finance, outlined the policy framework, eligibility criteria and timelines governing the COLCC. NISSS Chief Executive Officer, Kim Tudor then addressed operational arrangements in place to effectively deliver the programme while maintaining efficient delivery of existing NISSS services.
About the COLCC
The COLCC is a direct cash transfer valued at $1,200 per eligible person per year, disbursed as $100 monthly on the 20th of each calendar month, commencing April 20, 2026. The programme will run for one year from April 1, 2026 to March 31, 2027.
The COLCC is administered by the NISSS on behalf of the Ministry of Finance. It will be paid separately from any existing pension or welfare benefit already received by the eligible persons.
Who qualifies
The following persons are eligible to receive the COLCC effective April 1, 2026:
- Persons with total annual income below $50,000 (Barbados funds) who are receiving an NIS Pension or a Public Sector Pension.
- Barbadians aged 65 years and over who do not receive a pension domestically or abroad and previously received a one-time pension grant from NISSS.
- Persons receiving the Special Needs Grant through NISSS.
- Persons receiving welfare benefits confirmed by the Social Empowerment Agency (SEA).
Each eligible person will receive one COLCC payment of $100 per month, irrespective of whether they receive one or more pensions or Special Needs Grants. There will be no separate payment per pension or benefit type.
Minister Straughn stated, “ “Over sixty thousand Barbadians will begin receiving additional financial support this April. Not a promise or a pledge, but one hundred dollars every month for twelve months, in their hands. And for many, that will make a real difference given the current global uncertainties. We know that people across this country are feeling the strain, with many households doing their best each day to keep up. This initiative is about standing with our more vulnerable citizens, our pensioners, our seniors, and those in need of social assistance.
This is not a permanent measure. It is a targeted response to give these persons flexibility to manage and to plan, because right now the priority is easing the strain where it is felt most. In this Barbados, we face these challenges directly. We act with purpose and responsibility. This is what we can deliver now, and we will deliver it.”
No action required for most beneficiaries
NISSS Chief Executive Officer, Kim Tudor shared specifics around the operationalisation of the COLCC.
Existing NISSS pensioners and Special Needs Grant recipients are already registered with NISSS and will receive the COLCC automatically via their existing payment method — direct bank deposit or cheque — on the 20th of each month, commencing April 20, 2026. These beneficiaries are not required to visit NISSS, register separately, or take any action.
NISSS will work with the Barbados Revenue Authority (BRA) to verify income levels for pensioner recipients, and with the Social Empowerment Agency (SEA) to identify eligible welfare recipients. This verification process is internal to the agencies and does not require any action by the beneficiary.
COLCC Registration Hub open April 8 to 11, 2026
To assist eligible persons who are not currently registered with NISSS, a dedicated COLCC Registration Hub will operate at Queen’s Park Steel Shed, St. Michael’s Row, Bridgetown from April 8 to 11, 2026, from 9:00 AM to 3:00 PM daily. NISSS officers will be on site to provide in-person assistance. No appointment is required.
Persons attending the hub should bring a valid photo ID (Barbados Passport, Barbados Identification Card or Trident Card) and any documentation relating to their income or pension status.
From April 13, 2026 NISSS will directly contact eligible persons who have not yet registered to complete the process and administer their COLCC payments.
Payment arrangements
All COLCC payments will be made on the 20th of each calendar month, commencing April 20, 2026. Where the 20th falls on a weekend or public holiday, payment will be made on the last business day prior. Payments will be made by direct bank lodgement or by cheque dispatched to the beneficiary’s registered local mailing address.

As an organisation that reliably disburses pension payments to tens of thousands of Barbadians every single month, administering this programme is well within our institutional capacity.
