Job Summary

The Senior Manager, Corporate Communications, is responsible for leading the development and execution of National Insurance and Social Security Service’s strategic communication agenda. This includes overseeing internal and external communications, media relations, corporate branding, crisis communication, and stakeholder engagement. The role ensures alignment with the institution’s mission, vision, and strategic objectives while providing expert guidance to senior leadership on communication strategies, reputational risk management, and digital engagement. The incumbent will lead a high-performing team, manage corporate identity, and ensure communication initiatives are measurable, impact-driven, and strategically aligned.

Key Duties and Responsibilities

  • Develop and implement a comprehensive communication strategy aligned with the institution’s mission, vision, and strategic objectives.
  • Oversee the execution of a communication roadmap to ensure effective engagement with internal and external stakeholders.
  • Ensure that all communication initiatives are measurable, impact-driven, and aligned with the institution’s long-term goals.
  • Establish and maintain a strong corporate identity, ensuring brand consistency across all communication materials and platforms.
  • Maintain and apply up-to-date knowledge of branding and reputation management to ensure a strong and consistent corporate image.
  • Oversee the development and enforcement of the institution’s corporate design and editorial standards (e.g., graphic charter, editorial charter, corporate language guidelines).
  • Monitor and ensure compliance with communication policies, including media engagement protocols and spokesperson authorisation.
  • Serve as the primary liaison for media relations, managing press engagements, press releases, and media outreach to enhance the institution’s reputation.
  • Oversee media training for spokespersons, ensuring consistent and effective messaging.
  • Analyse media trends, public sentiment, and news developments, providing strategic guidance to senior leadership on crisis communication and risk management.
  • Lead public relations initiatives to promote the institution’s image and credibility across government agencies, industry partners, and the general public.
  • Manages, coordinates, and moderates press conferences, public consultations, seminars, and other stakeholder events, while leveraging strong public speaking and presentation skills to effectively represent the organisation.
  • Establish and maintain a broad network of key stakeholders, including media, civil society, businesses, and academia, to enhance collaboration and information flow.
  • Develop and implement internal communication strategies that promote transparency, engagement, and alignment within the organisation.
  • Provide guidance and training to staff on communication principles, guidelines, and best practices to ensure consistency in messaging.
  • Establish feedback mechanisms to evaluate the effectiveness of internal communication and continuously improve employee engagement.
  • Oversee the use of digital platforms, social media, and web-based tools to enhance communication and stakeholder engagement.
  • Collaborate with the Information Systems Directorate to optimise digital communication tools, ensuring a seamless and user-friendly experience.
  • Ensure compliance with intellectual property rights, copyright regulations, and best practices in digital content management.
  • Develop and implement a crisis communication framework, ensuring the institution is prepared to respond effectively to reputational risks and emergencies.
  • Act as a key advisor to leadership on media response strategies, public statements, and crisis mitigation efforts.
  • Monitor public perception and emerging issues, providing proactive recommendations to safeguard the institution’s reputation.
  • Lead the development and execution of an annual communication action plan, defining key objectives, priorities, and performance indicators.
  • Implement an evaluation framework to assess the effectiveness of communication campaigns, ensuring continuous improvement and strategic impact.
  • Align short-term communication initiatives with the institution’s long-term strategic
  • roadmap (typically spanning three to five years).
  • Oversee the creation and dissemination of high-quality communication materials, including newsletters, press releases, speeches, op-eds, brochures, advertising, and presentations.
  • Supervise and ensure the production of print and digital media products such as websites, publications, posters, and videos that support the institution’s communication objectives.
  • Ensure clarity, consistency, and alignment of messages across all communication platforms.
  • Lead, mentor, and develop the Communication Directorate, ensuring the team is equipped with the necessary skills and resources to execute communication strategies effectively.
  • Foster a culture of innovation, collaboration, and excellence within the communication team.
  • Promote cross-functional coordination within the institution to integrate communication strategies with operational priorities.
  • Provide guidance on protocol standards to ensure appropriate etiquette in interactions with dignitaries, officials, and stakeholders.
  • Ensure compliance with legal regulations governing communication, including intellectual property, data privacy, and ethical communication practices.
  • Direct and maintain a comprehensive database of stakeholders and media contacts, ensuring up-to-date information and strategic engagement.
  • Provide strategic communication support for special projects, public awareness campaigns, and institutional initiatives.
  • Serve as a key advisor to senior leadership on media-related issues, communication risks, and stakeholder engagement strategies.
  • Carry out responsibilities in line with the 2022 ISSA Guidelines on Communication by Social Security Administrations and other relevant institutional frameworks.

Requirements

  • A Master’s degree in Corporate Communications, Public Relations, Business Administration, or a related field; and
  • A Certification in Public Relations (PR), Corporate Communications, or Crisis Communication (e.g., APR – Accredited in Public Relations); or
  • A Certification in Digital Marketing, Social Media Management, or Content Strategy.

In each case:

  • Not less than 15 years’ experience in corporate communications, public relations, or a related field;
  • Not less than10 years in a senior leadership role, managing communication teams, media relations, and crisis communication;
  • Extensive experience in the marketing of products and services;
  • Training in Media Relations and Crisis Communication Management;
  • Proven experience in strategic communication planning, reputation management, and stakeholder engagement; and
  • Expertise in digital media, branding, internal communication, and corporate storytelling/ media buying, development of publications.

Skills and Other Attributes Desired

  • Strong leadership and team management skills with the competency to lead diverse communication teams.
  • Strategic thinking and problem-solving abilities, with the ability to align communication goals with business objectives.
  • Exceptional writing and verbal communication skills in crafting press releases, speeches, and corporate messaging.
  • Crisis communication and media relations expertise with the skill to manage public perception and responding to crises.
  • Digital communication and social media proficiency to leverage new media for stakeholder engagement.
  • Knowledge of the National Insurance and Social Security Service Act and other legislation under which the organisation functions.
