The Supply And Installation Of A Fire Alarm System At The National Insurance Office, The Frank Walcott Building, Culloden Road, St. Michael
Tenders are invited for the Supply and Installation of a Fire Alarm System at the Frank Walcott Building, Culloden Road, Saint Michael.
2. The instructions to the Tenderers form an integral part of the Tender document.
3. TENDERERS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT, CAP. 349 (THE “ACT”) SHALL IN SO FAR AS IS APPLICABLE TO THE TENDER, APPLY TO ANY CONTRACT MADE IN RESPECT OF THE TENDER. FULL DETAILS OF THE CONDITIONS OF THE ACT MAY BE OBTAINED FROM THE CHIEF LABOUR OFFICER, 2ND FLOOR EAST WARRENS COMPLEX, WARRENS, ST. MICHAEL. TENDERERS SHOULD SUBMIT THE CERTIFICATE REQUIRED BY PARAGRAPH 3 OF THE SCHEDULE TO THE ACT WITH THEIR TENDER.
- All firms must upload to their Vendor Profile or include with their submission a copy of the company’s Certificate of Incorporation / Amalgamation / Amendment / Continuance as evidence of the fact that the company is an existing registered company as at the date of the application. The certificate must be in the name of the firm submitting the tender. Failure to provide the Certificate of Incorporation / Articles of Incorporation will render the submission void.
- Please be advised that if you have uploaded the Certificate of Incorporation / Amalgamation / Amendment / Continuance in your Vendor Profile on the Government’s e-procurement portal, you are not required to upload same.
- Where the company is registered under the Companies Act of Barbados, firms are required to provide the following:
- Barbados Revenue Authority Tax Clearance Certificate;
- National Insurance and Social Security Service Clearance Certificate;
- Certificate of Good Standing
- Tenderers incorporated in Barbados are advised that the Certificate of Incorporation referred to in the paragraph above means a Certificate of Incorporation issued under the Companies Act, Cap. 308 of the Laws of Barbados or where applicable a Certificate of Continuance and/or a Certificate of Amalgamation or a Certificate of Amendment. Certificates must be dated after December 31, 1984. The Certificate of Good Standing referred to in the paragraph above means a Certificate issued by the Registrar of Corporate Affairs and Intellectual Property Office under the Companies Act, Cap. 308 of the Laws of Barbados.

- The completed Form of Tender and all other documentation must be uploaded to: https://gov-bb.bonfirehub.com/portal/?tab=openOpportinuties for this opportunity on or before Friday, May 2nd, 2025, 11:30 p.m. AST.
- Any queries concerning details provided in the solicitation documents should be submitted via the messaging feature in the Barbados Government eProcurement Portal on or before April 25, 2025. Vendors are informed that when submitting questions in the Public Q&A, no information is to be provided that would identify the Tenderer.
- Tender submissions must include detailed pricing as well as detailed specifications for all recommended products. All tenders must be submitted electronically via the Barbados Government’s eProcurement Portal. Vendors must first register on the Portal in order to submit their tenders. Detailed instructions for registration are available at: https://procure.gov.bb/home.
12. The successful Tenderer(s) will be required to enter into a contract in a form approved by the Chief Legal Officer of the National Insurance and Social Security Service and must provide security for the due performance of the contract by one of the following methods:
- By way of a deposit with the National Insurance and Social Security Service to the value of not less than 10 percent of the contracted price or by deposit of securities as defined in the second schedule of the Securities Act.
- By way of a performance bond from a bank or accredited Insurance company whose liability shall not be less than 10 percent of the contracted price. The cost of obtaining such security shall be the responsibility of the contractor who need not necessarily make arrangements unless and until the tender has been accepted, or
- By way of personal sureties.
12. Tenders shall exhibit evidence of the successful execution of similar work in Barbados or the Caribbean and show evidence of having public liability insurance and trained personnel with at least five (5) years in the specific field. Tenderers shall offer a warranty, extended or otherwise, for the installed fire alarms.
13. No tender will be considered unless it complies with the conditions set out in this notice and in the Instructions to Tenderers.
14. The National Insurance and Social Security Service does not bind itself to accept the lowest or any tender.
